Detailed Qualifications
Overview – Mark began his professional career with what is now Williams Energy. He held assignments in supply, distribution, mergers and acquisitions and operations. He moved to a Generation and Transmission Cooperative that was constructing a coal fired generating unit as a financial analyst working with lenders and investment bankers to arrange financing. Mark then took his energy and utility expertise into consulting with several small boutique firms and a large international consulting firm. In 1990 Mark opened a consulting practice specializing in the energy and regulated utilities in the US and abroad. He also services municipal and local governments and industrial/commercial customers.


Management Audits – Senior Consultant on audits of regulated utilities in New York, Connecticut, Ohio and New Jersey.

Utility Emergency Response– Assisted a large Midwestern utility in designing and implementing a new Emergency Response organization and plan.

Utility Emergency Restoration Performance – Senior Consultant on a review of four New England electric utilities for the state regulatory agency.

Indianapolis Power and Light – Performed a review of the call center and OMS at IPLCO as part of a review of the companies’ performance and reporting.

Pacific Gas & Electric – Lead Consultant for six consecutive audits of PG&E’s compliance plan with the California Public Utilities Commission Affiliate Transactions Rules.

Curoil – Senior consultant on an operations improvement review for the electric and energy provider for the Government of Curacao. In addition to electricity, Curoil provides propane, gasoline, diesel, lubricants, aviation fuels and bunker fuel to Curacao and Bonaire.

Other Business and Professional Experience

Mr. Fowler maintains his consulting practice with offices in Ann Arbor and Montana. He also works with and supports Accounting Advantage in Ann Arbor, Michigan. Support for Accounting Advantage includes process improvement, modeling and analysis. Mr. Fowler also supports QuickBooks for Mac accounting systems with installation, trouble shooting and report maximization for management. Mr. Fowler also brings a unique perspective to operational assignments having been a union member as well as manager.
